Senate passes spending bill with 39% cap The Senate on Thursday OK'd the massive $373 billion spending bill that includes a White House-backed rider that effectively limits the number of TV stations one company can own. Senators approved the bill 65-28 only two days after Democrats blocked a vote on it. The dramatic reversal came after Senate Republicans and the White House twisted enough Democratic arms to win approval.

Screen hoofer Ann Miller dies at 81 Ann Miller, who tap-danced her way to movie stardom and was widely known as the Queen of Tap, died Thursday of lung cancer at Cedars-Sinai Medical Center in Los Angeles. She was 81. During the late 1940s to mid-'50s, Miller starred in some of MGM's most spectacular musicals, including "Easter Parade," with Fred Astaire and "Kiss Me Kate."
